I have two files desktop.ini in my pictures folder - why they are in the pictures folder?

I have two files in my photo folder, which are desktop.ini files. Why would they be in my photo folder and can I delete them?

Desktop.ini files are system configuration files. When you remove them, they reappear with the default settings at one time. If you don't want to see them, learned to Tools, Folder Options, view and check the option hide the operating system (recommended) protected files .
