  Your use of the word "files" (in the plural) still makes me believe that you have not checked the permissions on the folder that is appropriate (in the singular).

  You must determine the Destination of the Lightroom Import dialog window Panel and see which folder Lightroom is really tr6ing to copy photos in (which may have been accidentally changed and is not what you may have used in the past) and change the permissions to write to this folder.

  To get there, press the windows key and type in "features " without the quotes and then click on "turn on or off windows features ". If it is unchecked then go ahead and check it and click OK when you are finished. It should appear in the Games folder in the start menu and Explorer games now.
