  Uninstall the .NET Framework 2.0. Then download the .NET Framework Cleanup Tool
  In the drop-down list box, select 2.0 and clean.
  Reinstall .NET Framework 2.0
  Visit Windows Update or Microsoft Update and let it install the rest of the 2.0 updates, including KB2844285 and KB2833940.

  Check if they install and report.

  Central belt IT Services you have serial number for full version under your account.  If you have tried the suggestions in this discussion, without success, then I recommend to install Photoshop Elements 7 in an environment that it has been designed to work.  You can find the minimum requirements for Photoshop Elements 7 to system required.   If so, you must download and install Adobe Creative Cloud app using whiuch, you can install after effects CC.
