    Hi Pauline,

    First of all, let's make sure that you have only the taskbar at the bottom and not additional toolbars.  Right-click on the Start button and click on properties.  Go to the tab bar tasks and do not forget to uncheck lock the taskbar if it is checked and click on apply.  Go to the tab tool bars.  Make sure that nothing is checked, unless you want the quick launch icons to show. This is normally what appears next to the start menu and is a quick way to see and start programs of your choice - you can add or remove icons at your convenience as follows: http://windows.microsoft.com/en-US/windows-vista/Add-or-remove-programs-on-the-Quick-Launch-toolbar.  If that's what you want to see (and which resembles what you want to get rid of), uncheck this box as well.  Click OK and the quick launch icons should be gone (but have been recorded and can be added by simply re - check the box).  Personally, I find them very useful, but if you don't them want, then you can remove them as described above - it's entirely your choice.

    Secondly, you say that it is in two rows.  This is probably because of two bars of additional tools, either because the taskbar has been extended to two lines instead of one.  If it is still two rows, then if you deleted all the toolbars, it is because the taskbar are expanded.  Right-click on an empty area of the taskbar and make sure Lock the taskbar are not checked - if so, uncheck the box.  Now hover your mouse on the top edge of the taskbar until it turns into a line with an arrowhead at each end and click the left mouse button and drag the taskbar to the bottom until it comes only one line (or up if you want to make three or more lines - your choice).  Release the mouse button and that will be your new taskbar.  You can lock it if you like by checking the lock the taskbar (as described above to unlock the taskbar - just click and a check mark will appear to indicate that it is locked) - this is for you.  Personally, I keep it unlocked so I can change more quickly - but it's a personal choice that everyone else does.

    To add a shortcut to IE, copy another shortened (to leave office or start any program menu or create one by going to the internet explore program iexplore.exe file and right-click on it and click send to and click on the shortcut on the desktop).  Then simply drag this shortcut in the Quick Launch bar and it will be there again.

    Unfortunately you can not return the taskbar to display the start menu to the basic button. It's normal. If you move to the left or right, in both cases the start menu button appears on the top left or top right of the task bar.
