Contact Toshiba if it is a machine of toshiba and ask them to send you to vista recovery disks to reinstall the operating system back as it was when you bought it
they do it for a nominal cost of $
recovery disk don't usually require a key input product on your part
ask Toshiba about it

Step 1: Check if Windows update-related services are set to automatic and started.
Click Start, type services.msc in the start search box, right-click to services.msc, and then click Run as administrator.
Check the above services below:
(a) Background Intelligent Transfer Service
(b) cryptographic service
(c) Windows UpdateStep 2: Rename the Catroot2 folder
To rename the Catroot2 folder, follow these steps:
1. Click Start, type cmd in the search box and right-click on cmd.exe, and then click Run as administrator.
2. at the command prompt, type the following commands and press ENTER after each line:net stop cryptsvc
Ren %systemroot%\System32\Catroot2 oldcatroot2
net start cryptsvc
output3 remove all tmp*.cat to the following folder:
% systemroot%\system32\CatRoot\{F750E6C3-38EE-11D1-85E5-00C04FC295EE}

In Windows 7 64 bit disk, start Windows Easy Transfer, follow the wizard screen, tap on which is stored the WET file (external hard drive) and it will restore your personal files and settings. Reinstall the applications needed.

Once the installation is complete, you can complete the Out of Box experience as the choice of your laptop, create a username, password, your time zone. You can then proceed to download the latest updates for Windows and reinstall your applications and drivers.
You can then retrieve your personal files from the Windows.old folder and reinstall all of your applications and drivers.

If I read this correctly, you have a portable computer that do not have an operating system on it. You try to install Vista and get the error.
You've restarted the Vista installation? So then you get the same error? If you have tried to install more than once and continue to receive this error, check that the laptop is capable of Vista? Everything is progressing very well until I get this dialog box message: "Windows cannot complete the installation in Mode without failure. To continue installing Windows, restart the computer. "When I restart the computer the same message appears in a new dialog box.
