  I put t know why you're not able to send emails.
  I think that you should check the properties of the e-mail account. Check the data you POP3 and SMTP server.
  I m not an expert in Outlook, but this option should be somewhere in the email account properties.

  The last option would be to remove the e-mail account in outlook, then a new creation of the new account.

  Error 0x800CCC0D means that the server is not found. Error 11003 socket is usually a DNS error: the name of the specified server does not exist or cannot be translated into an IP address.
