  Good news... I had a purchae in-App on my last number approved in record time. Less than 24 hours.

  1 log in under an administrator account.
  2 disable UAC *.
  3 edit the file.
  4 turn on UAC.

  AFAIR you could also change with an admin account when starting mode safe.
