I need to run an old program from back 16 bits on 64-bit Windows 7.
I asked that the supplier and the 32-bit and 64-bit software versions are not available. How can I run the software I have?

Based on the information, you are trying to install and use an old ms - dos program based in Windows-7 Ultimate 64-bit.
The problem is a software that was created for Windows 95, 98, and Windows XP has no way to work correctly with an operating system that didn't even exist when the software was written. However, the error message you get normally means that you have a 32-bit software that you are trying to install on a 64-bit system.
You can check the compatibility of the program with Windows 7, in the Compatibility Center.
If the program is not compatible, then you try to install and run the program in compatibility mode.
a. click right on the program.
b. click Properties.
c. click on the tab compatibility.
d. Select run this program in compatibility mode and select Windows Vista or whatever to use the system, the program was executed successfully.

You can not. There is no 16-bit subsystem in any 64-bit Windows.

I have a XP box that would only start in safe mode. I needed to repair windows, so I started updating reinstall option but to reboot it says it cannot run in safe mode then it tries to boot into normal mode but crashes - which is what I am tring to solve. Now I'm stuck because the computer is now making a loop and I'm stuck. There is no available recovery console, it shows just the installation restart then goes into the shot. If I try to launch safe mode, that it says cannot run update in safe mode then restarts in normal mode, which hangs then. I'm stuck. Boy the days where I wish I could just make the prompt C:\. I'm still not 100% convinced that you boot from the CD. Your Dell has the option of F12 to select a boot real-time device (as soon as you turn on the PC)? Also, remember that you have to "press any key to boot from the CD" when you see this screen! Of course, during a reboot, you start from the hard drive.
Even if you did everything by the book, a repair installation could easily 'loop' as you describe. But as long as your hardware is healthy, a clean install is done.

- Go to Edition-> properties, then select the account. Then click Action account at the left bottom of the active window and delete your account.
If you remove the only shipping address, then delete the SMTP Protocol
- Go to Edition-> properties and select the Server (SMTP) "outgoing" > choose one you need to remove.
By default, you can't remove them, if you want to remove the default value, and then create new SMTP and make default and remove the old SMTP

You may change the default application assigned to open files to point to the new. How you do that depends on what operating system you have. If you use Google, you should be able to know how to change the default programs for different files.
