I have received an email from Department of Service of Windows telling me of an update, deployed on the information customer and want to answer me with my hotmail and password username. Is this a scam or a virus?

After saving the emails from windows live mail, why not open them on my computer as the file extension is wlmail.fol?
wlmail.fol is a tiny text giving the name of the folder. The exported messages will have filenames like 00D13E83 - 000025DF.eml. If you don't see all of the files like this, your export probably did not work properly.
For a successful export, follow these directions:
- Set Windows Live Mail to work offline before starting.
- Create a temporary folder on your desktop * to contain the exported messages.
- In the Export Wizard, select the temporary folder, and then select all the folders.* *
- When it is complete, check that the number of files in each folder to the temporary folder is one more than the number of messages in the corresponding folder of WLMail.
- Copy the temporary file to its final destination.
If you use a reader not NTFS to do this, you will see a warning that certain file properties will not be copied files. This can be ignored.
* Windows Live Mail do not work with files that are not on a local drive, as opposed to an external or network drive. This is avoided by using the office as a temporary folder location.
* If you want to export the files sampled only, select each of them containing messages. Subfolders are not automatically selected by default. -
Call from Windows Service Center on errors in Event Viewer
I received a call from a person named Jeff Ipkiss saying he was from the Windows Service. He said that he called because I was a loyal customer of windows and he wanted to fix my pc of some errors as it gets when I download files. I asked how he knew, he said his company gets alerts when clients receive error messages. He asked me to go in the Viewer (eventvwr.exe) events I watched administrative events and Windows logs and saw many warnings and errors. He also had me go into the filter to search by errors, and I could see several errors. After he checked, I had several errors, he tried to connect to my PC to correct the errors. (He assured me that it would be a tax)! I asked why he did and again he said "because you are such a loyal customer of windows. He also said that if there was any critical errors, there may be a small fee. At this point that I have no comfortable giving him access to my system, that's why I asked for an email check his business and his company's identity. I received the email from * address email is removed from the privacy * , I just did not trust so I hung up. What is a reputable company?

Just got an email from "Windows Live Hotmail", * address email is removed from the privacy * asking me to answer in my name, password, date of birth and country. ???? The following versions of Microsoft Outlook are fully supported on Windows 7;

Previous versions
Another version of Outlook is not supported on Windows 7. Although you may install it, any compatibility issues is not corrected. For example;- Outlook 2002/XP works on Windows 7, but it has the same problems remember password when using Windows Vista.
- Outlook 2000 cannot be installed in Internet Mail Only Mode (IMO) and must be installed in company/workgroup (CW Mode) Mode to prevent a mistake wab.dll.

It is not uncommon for messages of spam and phishing to have a fake sender name and address because if you're spamming, you will not use your real information. The idea behind using your name and address as the sender, it's that you're not likely to block you.
Of course, it is always prudent to consider whether someone might have actually gained access to your e-mail account, consider changing your password, but usually it's just a case of falsification of documents.
