Not really.
But when you install the latest version of CC 2015, it allows you to uninstall your previous CC and CC 2014 versions.
But you can install previous versions.

To order the creative cloud with a credit card the United States, you must have an Adobe ID with United States in your country.
The country store & the Adobe ID, payment details must be same.
For tax reasons, it is not possible to change the country associated with an existing Adobe ID. To work around the problem, you can create a new Adobe ID to the e-mail address associated with your existing Adobe ID see the link for instructions:

I created an adobe account and I am currently trying to install creative cloud in order to try the trial version of photoshop and lightroom, but I can't get insofar as the process of checking e-mail and adobe is sending the e-mail to my email from hotmail to nephews who is not associated with this account. He used my iMac in November but I only created this adobe account this week. His e-mail address is not linked to this account anyway... help. Photoshop is part of the collection of product called creative cloud. If you pay $9.99 a month, you have the Creative cloud photography Plan, which lets you run Photoshop and Lightroom until you stop paying. So, you could have what you need - check your receipt.
Despite the 'cloud' in the name, the apps run locally.
