I want to reinstall windows and upgrading vista to windows 7. I don't have the recovery CD. How can I do this?

Yes, it is said that in the title.  I want to reinstall them and upgrade.  If I buy and download the upgrade windows 7 will there be an option to wipe the hard drive and delete the partitions?

No, you will not get an option to erase hard disk or delete partitions during the upgrade of your operating system. However, you will get this option during custom installation.

Formatting your hard drive during a custom installation of Windows 7 permanently erases everything on the partition that you put in the form, including your files, settings and programs.
