iCloud restoring iphone iPhone 4S 4

I recently and rather foolishly, let down my iPhone 4s in the toilet, and now it is now it does not work, but I had the back up to iCloud. I started using an old iPhone 4 and tried to do a restore to iCloud and keep says that is not possible because I need a version of IOS 8, but I read iPhone 4 cannot have this version because it is not compatible. I can't remember which version of IOS, I had on my 4s, but they suspect that it was a version of IOS 8. Is there anyway that I can restore all my data from my 4s to 4 without IOS 8?

You cannot restore a phone since with an iOS backup later, I'm afraid, you would need to change the phone.

    I've never heard a backup report bugs, however if you are interested in, you can always restore the device as good as new.

    Restore extends 45 min... and created a problem... impossible to restore.

    Technical support, talked to Apple Care... couldn't retrieave iCloud back from iTunes or iCloud... Swap on a NEW iPhone 7 more today, same problem,.

    When opening iTunes and clicking on restore iCloud... Only restorations of 2014 and 2015 are availble.

    You use the same Apple that you had before you lose your phone ID? Is so iCloud music must synchronize but all your music which comes from your computer (such as the ripped CD) would not part of the backup to iCloud. You'd have to resynchronize only the music using iTunes.
