  This is caused by a liberal hijacking of APDivs (aka layers) for a main page layout.  This isn't what APDivs were intended.  That's why Adobe them removed from DW.  Unfortunately, not soon enough.

  I think you're the best option is to start over with a pre-built CSS layout that doesn't contain positioned elements.

  Either way, Flash is dead now.  Most of the people cannot display Flash media more.  You can convert the HTML5 video or use YouTube to host videos now.

  This problem might have occurred because of these reasons:

  1. Virus.
  2. Conflict between third-party applications.
  3. Corrupt system files.

  Try the steps listed here:

  Method 1:
  I suggest you virus scanner to make sure that the computer is virus-free.

  The Microsoft Security Scanner is a downloadable security tool for free which allows analysis at the application and helps remove viruses, spyware and other malware. It works with your current antivirus software.

  Note:
  (1) the Microsoft Safety Scanner expires 10 days after being downloaded. To restart a scan with the latest definitions of anti-malware, download and run the Microsoft Safety Scanner again.

  2) if you run the virus scan of the program which is infected with the virus will be deleted. Therefore, reinstall the program. Also, if files and folders are affected by the virus, while they might even get deleted.

  Method 2:
  If the problem persists, I suggest you to set up the computer in a clean boot state. Setting the system in a clean boot state will help you determine if third-party applications or startup items are causing the problem.

  I noticed when I hover over a minimized in the taskbar, window that the vignette does not update. For example, if I reduce the thumbnail Windows Media Player does not display the actual film that plays, instead it shows a still image.

  The behavior you describe works correctly, nail forecast will be updated only if the window is in full screen mode.

  Open the folder in Windows Explorer, and then click the down arrow next to the view at the top.  Choose the medium-sized icons and see if the thumbnails start working again.

  If this is not the case, click organize, and then click folder and Search Options.  Click the View tab.  Make sure the "always show icons, never thumbnails" is not has a check mark next to it.

  You can work with the unrolling of view in windows Explorer. However, if you mean specifically change the size ONLY in the thumbnail view, and then I found an article in which people have found a solution.
