If my iPad was purchased by Apple it is locked?

I bought my iPad by Apple for use on the Verizon network. I now want to change provider (to ATT) but want to be sure, can I use it on a different network.

iPads sold by Apple are not locked to any carrier.  Just remove the SIM Verizon and get a SIM Apple or an AT & T SIM card.  In fact, since an Apple, once activated on AT & T, SIM is locked to AT & T (the Apple SIM, not the iPad) you may as well get the AT & T SIM anyway. But you can swap SIMs and change of service as often as you wish.
