  I think the best option would be if you connect an external keyboard and test it. You can connect it via USB.
  If you have desktop, take the keyboard and test it on your laptop.

  Panel | Region and language and replace it with the United Kingdom on keyboards

  I have a laptop running Vista professional that I used to connect (DSL) to a desktop computer using remote desktop (XP) work.  Several months ago, I started noticing a response delayed when typing using the SHIFT key.
