  Open the TEMP folder (press Windows + R and type %temp%) and delete all the files inside.

  This happens with any specific PDF or all PDFs?

  You can try to disable the Safe_mode opening drive then go to ' Edit > Preferences > (protection)»

  I can create and perform actions which create, delete or move channels; Use the menu tab or channels to open it - but I can't seem to find a way to use a key combination to open the Panel layers as you can do for the layers (F7) or actions (F9) boards.

  I think I understand what you're asking, but what current DAQmx driver use you with LV 2010?  Only the 9.1.5 and above drivers are compatible with LV 2010, while many of the old drivers will still work for you in LV 8.6.  Below, I have linked an array of DAQmx driver compatibility and Labview versions.

  Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode.   Whenever I try to load a program, for example - Word, Outlook, painting, etc., etc., Excel seems to try to open the program file that I selected.

  You probably need to restore your .exe file associations (as you suspected it).  Follow the instructions on this site, paying special attention to the note at the top to take care. EXE in particular binding problems.
