  Altogether.  I would speculate that you have a program in your startup folder that is running whenever you turn on your computer.  This program probably created this log file and placed it here because this is the folder that the program is.  So whenever you turn on your computer, this log file is opened.

  It is 100% safe to delete.
  To avoid the problem in the future, I ask: have you done a program in your startup folder that is running whenever you turn on your computer?  If so, move this program to another place, then put a shortcut in the startup folder instead.  All log file will be created somewhere else, away from the startup folder.
