Service Pack1, kept getting this error, should upgrade to service pack 2 (for Vista) - still getting this error. Somewhere, I found referance that this update has to do with some features of Internet Explorer. Could be as this box appears on occasion:

My choices are to quit, retry, or ignore
I click on cancel or ignore (depending on my level of frustration) and should do so several times before the box disappears. Then, everything continues as usual.
I don't see any other negative effect of this failure of the update or the pop up box (they can not yet be linked).

The error message "no more virtual tiles can be allocated" appears when I try to use the effects in the quick edit mode in my 13 elements. The OK wand has to press several times for loading all effects models. The error returns when you select the particular model.
The problem does not appear, if PH 13 items is run in administrator mode.
The available computer resources are rather big enough: INTEL CPU i7 4 cores, 16 GB RAM, 1 TB HDD + 32 GB SSD, Windows 8.1.
Please, advice how to fix this problem? Perhaps, there is patch or update available?
I had this problem with some of the choices menu in PSE13 when my drive to work was only a SSD with 53 GB of free space. I assigned a second disc of work (my data disc with ~ 2 TB of free space) and the error disappeared.
Scratch disk settings can be found under preferences / Performance.

My computer does not have install 2 updates several times over the past 3 months.
I followed the KB for each items and tried to rename the Windows Update temporary download folder, so as to install manually, without success. They are updates of security for Silverlight (KB 2512827) and MS PP 2007 (KB2535818). I don't know what to try next. I run Windows Vista Business 32-bit. If anyone can suggest a solution, I would appreciate it.

I did some research on the problem of another user, and looks like it's just a ghost update. Basically, an update 'ghost' is an update that was for the device, but unit has newer drivers which causes the update failing to keep. The only thing you can do is to hide the update, or ignore it. Windows will continue to try to push it, but your printer does not need it. If she didn't need the update, it would install right. You can find the thread where I helped another user below. New Windows Setup failed 5 times for no reason.
So my sister has trashed his laptop. I wanted to clean up behind him. She got a few nasty ransomware a fake Web site, etc. etc. I took out the hard drive formatted on another PC, reconnect the laptop and a Windows 7 Home Premium ISO wrote it with Rufus. Came to install windows, it created a 100 MB next to the empty NTFS partition I had created earlier and proceeded to the installation.
A few hours later (portable super slow) installation is complete, then I restarted (Windows will restart in x seconds...) where he showed a Vista-esque Windows loading screen. It showed a message saying that the installation program updates the record (9 years of building and PC system integration and I have never seen this screen before) and then Setup is starting services. Them he flashed a BSOD for a second, hen restarted a Windows could not start screen.
