    TIP: Read the Symptoms section of http://support.microsoft.com/kb/973688.

    Note that KB973688 is NOT a security update.

    (1) do you have an installed application that "uses Microsoft XML Core Services (MSXML) to process XHTML files" and (2) that "generates a lot of requests when it tries to retrieve well known from the definition of the Type of Document (DTD) from a World Wide Web Consortium (W3C) Web server files" and (3) to "these redundant retrieval requests cause the W3C Server block requests DTD?

    If you can't answer YES to all three of these conditions, you do not need to install KB973688 and you can "hide"

    1. stop the automatic updates service:

    Start > Right click on run , and then select run as administrator > services.msc (type) > [OK]
    Double-click automatic updates > click stop
    (Stopping the service will take a moment)

    2 remove the contents of the download folder:

    Start > Right click on run , and then select run as administrator >
    (type or copy/paste) %windir%\SoftwareDistribution > [OK]
    Open the download folder and delete its content
    Close the window.

    3 start | Control Panel | System maintenance and (if you use Classic view, skip this step).     Setup did not find... couldn't I find... netfx.msi on my hard drive.

    Here is how I solved the problem:

    1. Download and save the Setup file of Dotnetfx.exe from here:http://www.microsoft.com/downloads/en/confirmation.aspx?FamilyId=262D25E3-F589-4842-8157-034D1E7CF3A3&displaylang=en
    2. Open the installer with PKUnzip or IZarc
    3. Copy netfx.msi and netfx1.cab on your desktop
    4. Download and save the setup of update of security here: http://www.microsoft.com/downloads/en/confirmation.aspx?FamilyID=a7990e61-21fd-4942-9dfe-af7961cb0282
    5. Run the Security Update Setup program

    I had a similar problem.  Here's what I did to solve the program:
    Create a new user on Windows 8 with a microsoft account.
    When I connected, applications have been downloaded and I have confirmed that they are working.
    I logged on my original account (which was a local account).
    I followed the above suggestions of Mohammed Somasundaram.
    I logged in the windows via a browser (so not the app store) store.
    I uninstalled one of the applications (for example DRIVE).  Then, through the store (via web browser), I looked for "READER" and then install hit.  This launches the APP STORE and I was able to install it.
    I repeated the last step for each application (took a little time), but now they all work.
