Hello!
So I'm at the end of my rope with this one... it lasts for months, and I keep revisitng every two weeks to try and fix that and every time to be completely frustrated. I found this forum tonight, so here goes...We downloaded a few games on the HP Games Web site. We download them and everything works fine. Then, we will open the games and this pop up error message:
"Windows cannot access the specified device, path or file. You can not have the appropriate permissions to access the item. These games used to run fine, and I have no idea why they now have problems. We have a Vista operating system, 1 account who is the administrator, the Parental control is disabled (or if we believe).
If anyone can please help it would be much appreciated! We have a monthly membership to this site of game and continue to accumulate credits, but may not use it. It makes us crazy!
Thank you in advance!
Hello Heathie,
Thank you for posting. It seems that the program is no longer on your computer. This can happen if the game files are deleted, but the game itself has not been uninstalled correctly. I recommend you to download the game again to a location on your computer where you can easily find and install it. This should fix the problem.
Please let me know if this helps you.

Hi, I got this error. Ex: I try to install something (a game or whatever it is) it says: 'Windows cannot access the specified device, path or file. You can not have the appropriate permissions to access the item. Even when I try to open a normal program like Regseeker, he keeps giving this error. Can someone help me?
It appeared yesterday at 22:00. I tried the system restore, but it does not help, he keeps coming back.
I use Windows Vista Home premium x32bit.
Thank you

I ran my computer in safe mode with network support. As I re-installed programs that have these problems, the family disappeared from the error.
Now, they're starting to the top and download things exactly as they were normally. In any case, thanks for the help.

Windows cannot access the specified device, path or file. You can not have the appropriate permissions to access the item.
When I save the software, it displays the message. But I am a member of the local administrators.

Hi phillipt84805120,
Make sure that you have the latest Adobe Acrobat Reader DC (Adobe Acrobat Reader DC install for all versions) installed on your computer to use the services of export to PDF as the older version of Reader support any more.
Alternatively, you can use services online at https://cloud.acrobat.com/exportpdf
Let me know if you are still having a problem.

When I left click on the icon to open the file, I get the 17 ' error '. " I right click on icon and select "run as Administrator'l and it will open, but lately it won't and the message above."
Hi Bob,
1. in open file are you get this error message?
2. don't you make changes on the computer before this problem?
This problem may occur if one of the following scenarios arises on your PC.
- You do not have permissions for the file or the location of the file.
- The file is located on a site that is not accessible at the moment as a network location or an external drive that is not currently connected to the computer.
- The file has been moved or deleted.
- The shortcut or the file is corrupted.
- The file may be blocked by Windows.
- Your anti-virus software may block the file.
Refer to the help article:
Error "Windows cannot access the specified device, path or file" when you try to install, update or launch a program or file

Important: Disable your antivirus or changed settings can make your PC vulnerable to viral, fraudulent, or malicious attacks. Microsoft does not recommend that you disable your antivirus software or change settings. If you need to temporarily disable your anti-virus software, you should reactivate as soon as you are finished. Use this workaround at your own risk.

IM about to set fire to this laptop... I tried to set permissions which is what I read as a solution, but none still having the same problem. I have a click with the right button on my c drive to try to get everyone is listed as having control over the files and click ok, still the same problem. What is the result of a virus? I try to open things Ive downloaded using safari (Safari is the only browser to work of all those that I have) a file has been moved he says... moved where? To heaven? I don't know where to start to try to solve this problem, because if I can't open downloads what's the use? Should I wipe out completely and put another OS (for example, Linux Mint lol), or is it a simple solution, I'm missing somewhere? I really hate his terrible Vista. If I could download Linux Mint I and destroy this sucker. If someone knows a way to fix even one of these questions than id be tickled s*@#$less... Thanks for reading my rant.
Hello
Unless you have an idea, when it started and what changes have been made before the appearance of this problem (and by changes it could be software installation/uninstall, update existing software, make changes, etc), you should probably do a reinstall. If you have a Vista disc to the same level as the current installation, insert it and follow the instructions for an inplace upgrade. If you have a system pre-installed with recovery of manufacturer, follow their instructions.
Randomly change file permissions should not solve your problems.
Linux is a viable alternative, but it may suffer corruption as well, and you will probably find a real support to fail.

However, I can get around this by opening the 'administration tools' function gives me a "favourites" to access online to my list of Favorites and I can use the address bar there to surf any site on the net. But using just a direct click on icons from function on my desk or in my list of product startup message that I typed in my original question.
Have you tried to get into your program files and an opening of the actual .exe program, instead of a shortcut? Shortcuts on your desktop can be screwed up somehow, so make new shortcuts could fix.

Hi pro, blackstone
· You have security software installed on the computer?
Usually, this would happen if the computer is infected with a malware or virus infection.
I suggest that you scan and remove any malware or computer virus infections and check if it helps.
http://www.Microsoft.com/security/scanner/en-us/default.aspx
You can also use Microsoft Security databases to scan your computer
http://www.Microsoft.com/security/PC-security/MSE.aspx
If you are unable to launch the scan mode normal and then start in safe mode with network mode and later perform analysis.
