Impossible to uninstall unwanted program

I reinstall programs on my computer after reinstalling Windows 7 due to viruses that have been on it.  So I'm being very careful what I download and check programs and features to ensure clean unwanted that piggyback on those programs, I want as quickly as possible.

I have a program that I can't delete because windows 7 does not see when I search my cptr by name; its not listed in my downloads, programs, or wherever I can find.  I uninstalled it immediately after discovering it after a reboot, but that did not remove the pop-up window that appears when restarting and opening of various other programs.  It's a registry/PC cleaner called koox system optimizer and a web search indicates that this is a dangerous program and to remove it immediately.  but I can't uninstall that I can't locate.  I can't find it in safe mode either.  Where can I find a different name for it looking this way.  This time of its opening in my taskbar and yet nowhere go to be found among the list of installed programs.

Any suggestions?   I don't want to just erase again (this is my 3rd time) and beginning of everywhere (I'm almost done!)

You can uninstall Revo, now that your system seems to be clean but if you decide to keep it, I posted a link on how to use it below... Visit windows update to ensure that your system is updated and fully patched with the high priority and critical updates. BTW, this riflescope you see in Revo is the "Hunter" mode, which is used to find and remove stubborn files.

    (3) do you have with you Windows Vista installation disc?

    Start > computer > open C: drive > open the Progran files > y at - it a record of the Ca antivirus?
    If so, open it > is there a uninstaller.exe file here?
    If so, open it and let go about uninstalling.

    Or,

    Start > all programs > CA antivirus > y at - it an option to uninstall?

    I've used this laptop (Windows Vista) about 500 hours in the 12-18 months (3 GB RAM & 320 GB HARD drive).  There are 65 PROGRAMS & FEATURES INSTALLED (for example, are 65 too in 12 to 18 months?) for a total of 2.48 GB.  Of the 65 programs & features, 15 were used "FREQUENTLY", three 3 were used "OCCASIONALLY" and all others, "RARELY."  The computer is Acer (c) and 244 GB free out of 286 GB.  The processor is 'Genuine Intel(r) CPU U2700 @ 1.30 GHz.  I would use this PC exclusively for WEB SURFING & YOU TUBE VIDEOS and especially of REARVIEW. TV (maybe there's another even better site for movies B & W '30 s, 40 s' & ' 50 s - I'm still doing research) to watch old Hollywood B & W movies.  I would appreciate any advice on what changes should I make of this laptop.

    You can remove these unwanted programs by following these steps:

    (a) by clicking on the Start button, click Control Panel, clicking programs, and then clicking programs and features, open programs and features .

    (b) select a program, and then click Uninstall.  If you are prompted for an administrator password or a confirmation, type the password or provide confirmation.

    I had a problem with an excessive amount of pop ups lately in my chrome browser and found a few basic programs installed on my laptop. I tried to uninstall the malicious software through programs and features, but when I type on uninstall or remove nothing happens, and the program won't uninstall.

    I tried to restart and uninstall then again through programs and features, but had the same result.
