Installed new hard drive on laptop with Windows 7 can install Windows XP on external hard drive and plug it into USB?

I just installed a new hard drive in my laptop with Windows 7 Pro 64 bit.
Would it not be possible to install WIn XP or Win 98 + older software (Win 98 or XP) on an external hard drive, then plug it into USB, laptop, in order to run old programs of 16-32 bit?
It would be best to run Windows 98 or XP in a Virtual Machine, if you need to run older programs.

You can try the following and link methods under each method for more information on the same and see if one of them solve the problem.
Method 1: Start the computer in last good known Configuration
- Remove all floppy disks, CDs and DVDs from your computer and restart your computer.
Click the button start , click the arrow next to the button lock , then click on restart.
- Do one of the following:
· If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you need to try again by waiting until the Windows logon prompt appears, and then stop and restart your computer.
· If your computer has more than one operating system, use the arrow keys to select the operating system you want to start, and then press F8.
- In the Advanced Boot Options screen, use the arrow keys to select last good known Configuration and press ENTER.
- If your computer has multiple operating systems installed, use the arrow keys to select the operating system that you want to start using the last good known Configuration, and then press ENTER. Windows will then resume starting normally.

When your computer is in safe mode, you'll see the words Safe Mode in the corners of the screen. To leave safe mode, restart your computer and let Windows start normally.

I am trying to install an update of Creative Suite 2 Premium on a new laptop with Windows 8. The upgrade is 5.0 Photoshop, which I have the original disks for also, but is not installed on this new laptop. Therefore, the upgrade is not recognized.
