This is for the 32-bit window Vista and it says it should be used for re-installation of Vista. It was in a sealed envelope - so it has never been used.

  I was able to fix this on my own. It turns out that one of the files has been altered I discovered once I was finally able to get it to boot from a USB device.  I found the one window Vista installation disk other that I have with another computer laptop and used that. Worked well.
