  According to Toshiba information I found in the bulletin of the technical support document, the Intel Wireless Display are no longer supported on Windows 8.1, but you may be able to connect to the external display wireless, if your computer supports Miracast.

  By the way: the Intel display driver can be installed and updated but you have to do it in the Device Manager. You need to download a zip package containing the only driver files, and then you can update the driver using the procedure in the device manager that allows you to choose the driver folder that contains only files.

  I stumbled upon your post on the laptop and wanted to help you! I looked in your question about your laptop HP 2000 and the Intel Rapid Storage Technology Service is not running. Click the windows services key type.

  Verify your Intel Rapid Storage Technology Service is not on the manual and the service has been started. The service should be automatic and started. Once these settings are correct, restart the laptop.

  You can do a System Restore. System Restore will help if something is automatically updated and wasn't on the laptop.

  When running a system restore note remove all USB devices. Disconnect all non-essential devices because they can cause problems.
