Internet and the printer works do not after windows update

Recently, I ran a windows update and leave my computer turned off.  When you turn it on, the were (are) of the internet and the printer does not.  I went into Device Manager via Control Panel to see if I could turn them on and there is nothing pulling up in the Device Manager.  All documents and are accessible, but I can't even start a new internet connection and cannot print.   I am currently using another computer (more modern) in another room.  I even tried the SafeMode (f8 in the middle) from the model and go to Device Manager and nothing was there.  I just tried to go through the f8 option and beginning to a previous state that worked and I have the same result...  Everything is saved on that on a 350g portable hard drive.  It would just be easier to wipe the hard drive and start over? If so how would I do this reformatting?  Thanks for any advice.

    Tip: Never, EVER to use system restore to 'Cancel' an update, Service Pack, or upgrade of IE!  Instead, uninstall the update, Service Pack, or updated IE & restart.  If that does not resolve the problem, then try System Restore.

    Restore to before the update was installed check Windows updates and hide the update so it would not automatically reinstall and the program works.

    Don't blame Windows updates.
    For all the world claiming fault from Windows updates, there are at least 2 who have had no problems with it.

    It's your computer. Somewhere, the parameters are wrong.

    When you run the cmd, command prompt, you're supposed to do right click on cmd > click on Run As Administrator > then enter the command in cmd.
    They call this elevated command prompt.

    Did you do that?

    I understand the printing software will not fully installed for your Photosmart C309 on your system Windows 10, and I wanted to answer with my suggestions for trying to help! Here are my suggestions for you to try. When you are finished, please let me know the results and problems or errors that you may encounter!

    First step: clean boot, restart the PC and try the install again.

    1. start by typing "msconfig" in the search box of Cortana, and then click MSConfig (run command)
    On your keyboard press Windows + R key at same time and type Msconfig in the run window, and then click OK or press ENTER.

    2. now, choose Selective startup

    3. Remove the check of the Load Startup items

    4. click on the Services tab

    5. check "hide all Microsoft Services" and then click on disable all

    6. click apply , then OK

    7 restart the PC and temporarily disable firewalls or antivirus programs

    8 run the Installation Wizard for Windows HP printer to install the printer

    9 turn on the firewall and start services

    Second step: you unregister and re-register the Windows Installer Service:

    1. hold down the Windows key + R to fill the box "Run" and type cmd.exe, and then click OK.
    2. at the command prompt, type msiexec /Unregister , and then press ENTER.
    3. at the command prompt, type msiexec/regserver, and then press ENTER.

    2. type CMD

    I prsume your keyboard is USB?  If you can find a friend who has an older keyboard with a PS/2 connector, you can try this, F8 again and select last last known good configuration.

    There is no updates yesterday in itself, because I have them on my PC (I hate the 2nd Tuesday of the month because I run around the House like a crazy woman by ensuring that 1 Vista 64-bit, 2 Server 2008 R2 64-bit, 2 Windows 7 32 bit and Windows 7 64 bit 4 are all downloading correctly and restart if necessary.) All keyboards and mice are works well here.
