iPad Hotspot stops when the ipad goes to sleep!

I have an iPad unlocked and locked iPhones.  When I go on a trip I put a sim card in the iPad and use the hotspot service for my iPhone to connect to the internet. The problem is the last time that I did two years ago and at that time there in iOS 8 every time the iPad fell asleep the hotspot goes out.  The only solution I found was to disable the "sleep mode" the ipad and stop the brightness all the way down.  This drained the battery on the iPad quickly because even with low brightness, the screen is activated.  Someone came up with a better way to do this with an iPad or is this problem fixed in iOS 9.2?

    The cause was not determined, but evidence tends to a disturbance in the download or installation process, with one of the errors in the event log is an error in checksum on one of the modules.
