iPhone 5 can't login to icloud after updating ios 9.3

I have updated to iOS 9.3 today 8 on my iPhone 5.  After the words, I could not activate and couldn't get into the clouds.  I managed to activate via iTunes but I can't get cloud to work.  I wanted to restore my phone but I can not turn off find my iPhone, because the clouds will not in.  Just, he is sitting there thinking for a long time and then says "failed check there is a connection to the apple ID server error»  I know my password is correct, because I logged in Apple Support communities with it.

It sounds like I should of stuck with iOS 8.

I have hard and soft started my phone several times and have tried to connect to a mac and a windows machine with the latest version of iTunes 10.

I was able to upgrade my iPhone 6 + very well.

    I checked my settings iCloud and sync settings are correct.  Contacts and the calendat on two Apple devices are very well and in order, but it seems that my Windows 10 - Outlook 2010, PC does not connect with the iCloud.

    I had this problem when I upgraded to the office 2016.  Mine was cured by signing on iCloud and let it remove all files etc. on your PC, and then reconnect.

    Now I can sync ok with my ipad, iphone and outlook 2016

    Yes, I have the same problem with my Ford Escape of 2013 using MFT version 3.8 (just installed).  Use IPhone with IOS 9.2 6.  I can call him only intermittently SIRI when I use the long pull on the switch.  Also, when I do it, SIRI goes my audio setting that I played (usually USB iPod) to BT audio.  I'm trying to see if the fix suggested elsewhere for the BT audio works but were unable to invoke SIRI to check.  Ford Sync experts were of great help and finally told me to go to the dealer.  I read somewhere after a 'google' search a person represents himself as a guy HE said it's a problem of IOS and Ford does not change (code) until we as customers.  That's all I know right now.
