iPod Touch will not connect to iTunes

My iPod Touch will not connect to iTunes. When I connect it to my laptop with the cable my laptop USB recognizes the iPod begins to charge and 10 Windows asks me if I want to open it to view files, but it seems to treat it as a camera and I just want to know if I want to get pictures on it and on the laptop.

I made sure I have the latest software updates on the iPod and iTunes and thought this would fix the problem, but iTunes still does not recognize my iPod because it never appears on the Panel for me to sync things for her, etc.
