is there a way to continuously show the to, cc and bcc blocks when you compose an email?

Seems simply not non-sensiques having to manually select the CC via the drop-down list / CCI via drop-down additional for each / every email which is composed.

Is there a setting that makes so the TO, CC, and BCC always display in each e-mail while you don't have to manually set the fields in each email miss me?
