  When you do the normal Windows 10 stop, it does not completely close down the computer. It can run things while you think it's the start. To prevent this, you can stop quick start.   -the processor is going up to 65 c (148f)
  -the HARD disk goes up to 45 c (112f)

  My questions are: is this normal for a laptop to reach these temperatures? I mean the touchpad and the area around it is annoyingly hot all the time (especially in the summer time where its already hot weather)
  Other models or brands have similar temperatures?

  Try to press and hold the power button for about ten seconds, release and press it again. If I remember something like this happened to me recently, and I think it's how I solved it.

  However, with the power on, please remove the battery again. Leave it for at least 10 minutes. Then put back in and wait through the restart - at least 20 total minutes (maybe a little more... "I wait 15 minutes after the reboot is complete before judging whether it is frozen or not).

  If this fails, I recommend to start safe mode and delete what you have installed just before it started:
