  If you have the recovery CD, you can use it also to re install the OS, basically you need to re install the operating system to fix the problem.

  Licenses are not dependent of the IOS and cannot be erased. They are stored in flash, so I guess that replace the flash will remove licenses, but in any case a license is linked to a serial number, so they cannot be reused.

  You can check the licenses with the command 'sh version.

  To add a new license (3des/aes or Unrestricted) use command "activation key".
