Junk folder is missing, and I'm unable to send emails to the addresses of the list without contact

I recently set up my X - Box Live ID girls and attached it to my profile as a child account.  For some reason, I had to create a new account, for its xbox live and link it to a hotmail account.  I put in place that e-mail as a child and linked to my email account * address email is removed from the privacy * I think was the name of the child account * address email is removed from the privacy * or live.com.  I don't know if what I feel is due to this link/link.
What I feel is the following: my junk e-mail folder is no longer visible in my folder list.  I get a lot of spam, but I've been at some point receive unwanted emails from an email address that said of * address email is removed from the privacy *, which is of course MY e-mail address.  When I opened the email there is a link, but it wasn't an email I sent.  I'm not stupid enough to click on this link, then I looked at the headers.  But I just looked to see if I saved them to my computer or not.  I can't locate copy this email, because they are stored in my spam box, and I don't have the option more to click on it.  I regularly send myself emails with reminders to myself, so I don't know if I've inadvertently admitted someone access to spoil my account, or if I made a mistake in the process, I took.
Basically when I try to send email he gave me an error message that says that I could not send to sources outside my list of contacts, because of settings parents.  However, this has been my email for a long time now, and I'm 30 years old and never had this problem before.  I looked under related accounts, thinking somehow that connection could be causing it.  I deleted my account my e-mail girls.  After that I am more able to see my box of junk e-mail, or send email to anyone outside of my lists of contacts.
I looked through all the settings that I could and connected with my info, but it had no effect.  I need to know what is happening with my account, and I need to have this resolved.  I'm not able to receive emails, so if I don't hear from you, please use email from my wife who is * address email is removed from the privacy *, or call me at the 623-418-7466.  If this can be resolved without further communication, it would be better, but I'll check everything that I need to in order to get this resolved.

ADDED: I've already entered my settings and provide my date of birth 29/09/1981.  I took this step because of a closely similar thread that had this step for a fix.  There was still no change after this action. I could check my emails, because I can send one to the internet provider of the e-mail, I found in the header.  So I found the file headers and I tried to add to this email, but he crossed the line.

1. go to the Family Safety Web Site with your daughter account (as is the current parent account).
2. under family summary, click Remove a member of the family.
3. check or tick the box next to the account name.
4. click on Remove.
5. a dialog box appears, click Remove.

In case that the website redirects you to download the parental control, please download and install on your computer. Then, access the website again.

    Instead of using Windows Mail, go to your e-mail service provider online page and send an e-mail or two from there and see if they get through.  It is valuable information to solve the problem.  If the email gets this way, then it may be a problem between your e-mail provider and Windows Mail.  If the emails don't also pass through, then we can pretty well away from Windows Mail (or your computer) as the problem and to focus on the discussion of the problem either with your provider mail or Hotmail technical support (because the problem would be roughly, then must be how these two systems communicate).

I put in the default Windows mail.  When you click Web sites 'email us', windows mail opens and I can compose the message.  When I click on 'send', it will, but an error message says "connection to the server failed" with a bunch of error and port references.  I tried to send to Comcast mail and Gmail, no e-mail is received.     Outlook seems to be the WLMail Mail Manager.  All e-mails from MS Community you come to Outlook.   My Bill is just a ' send' button, menu that sends the invoice to WLMail.  I changed this lack of Comcast, and now he's going to that account in WLMail.  Then I send to anyone.  Thank you

    It is highly unlikely that removing OE and add it again will help it.

    The message "connection refused" says unambiguously that the server aamtaout04 - winn.ispmail.ntl.com does not accept connections on port 465.  So either you have the wrong specified server, you have the wrong port specified or the server actually has a problem, despite what tells you the mail service provider.

    What does 'something on 11003 socket error' mean? It would be much better if you posted the error message full so we don't have to guess what he says.

    Error 0x800CCC0D means that the server is not found. Error 11003 socket is usually a DNS error: the name of the specified server does not exist or cannot be translated into an IP address. Given that you don't tell us which server is involved, it's impossible to think what you need to enter to the place.

    It is quite sure, however, that changing the settings of the server will not help if the server is not found. Juggle with the firewall is dangerous and will not help in this case either.     I just tried to telnet your provider, but it does not respond on 587 (as it has been filtered). Tried other ports and they seem good.

    Try to use SSL and port 465 instead of 587 and tls.

    You get a specific error or the message just stay in the Outbox?

    Also, are you sure that the attachment is too large?  Try to send something very small, like a small text file.

    Another thing, even if it is little probable that the real problem. I want to just make sure that you are on the latest version of the program. Go to the file menu and about and make sure you're on Version 2012 (Build 16.4.3528).  It is not likely that having an older version is the real problem, but it's always good from the most recent version to let you know that you have all the bug fixes.

    nethop.NET is a really small ISP. You can ask them if they support a SMTP
    nethop.NET no IP address or on 465 SSL or authenticated SMTP on port 587.
    If they are not, your only option is to use your outlook.com/hotmail.com/gmail
    etc account to access your messages through your ISP (and leave them in your Inbox to)
    nethop) and use hotmail, etc. while traveling. You need to set up
    Advanced.
     
    It is very common to see port 25 is blocked outside your own ISP.
