kb2416471 install fails with 80070BC9 on Windows 7 Starter Edition.

Hello.

I have serious problems with the installation of .NET Framework 3.5.1 security update on my Asus Eee PC 901 running Windows 7 Starter edition.

Whenever I try to install it, I get error 80070BC9. I tried to repair Windows Update, but it does not help.

In some forums on the Internet, it is suggested to turn off .NET Framework 3.5.1 in Windows 7, but it is not possible to do this on Windows 7 Starter, given that this option is available in the Windows features.

It's even more annoying because Windows will continue to try to install this update several times, every time I start the computer.

    I tried to download and install Service Pack 2 using Windows Vista Home Edition, or anything like that on the internet without success. I may be able to download but installation will not pass by so that the program will not work. I used the words installation and internet a lot for some reason please take account, when responding.

    If you purchased Word on CD, it's no big deal; just reinstall it after the factory restore. If it was bought online, copy the file downloaded to a CD and then reinstall it later.

    Is there a particular reason, why you want to do a restore complete? Have you problems? If so, you can try asking here on how to fix them and do not have to do a restore, reinstall all your programs and all of the updates and service pack 1.

    National Instruments supports Windows 7 Starter; However, just as now, our facilities are defined to stop any Windows Starter Edition is detected.  This is because XP and Vista Starter Editions were marketed to emerging markets and had severe limitations of performance.

    You should make sure that your specific product supports Windows 7.  If this is the case you can follow the instructions in the knowledge base

    There was no error message: the device has been recognized (listed) by the USB controller and the Device Manager, but not by the management of the disks - so I couldn't access.

    I managed to fix the problem after:

    -J' scanned the computer (DELL Inspiron) with the Safety Scanner
    -J' completely uninstalled all the software associated with an external hard drive
    -J' uninstalled the USB controllers
    -reboot the system
    -reconnected the external HD
    -After gaining access to the drive, I installed the dedicated software

    (1) - what do you mean you have only 1 user account?

    When you set up Windows, you will need to create a user account. This account is an administrator account to allow you to set up your computer and install any programs that you want to use. And that's why the user account you are using is the administrator account.

    There is no way that you can create an administrator account, or by using a Standard account.

    (2) are you having issues during installation of the software or opening it?

    (3) what exactly happens when you try to open the software application?

    (4) should be codes error or error messages, if any?

    (5) what software are you trying to install or open?
