  You will need to reverse the clean boot, as it is either incidental compared to
  the real cause of the problem. What, where you try to fix initially using the cleanboot?

  HA comes from the agents installed on the ESXs, so they can check that all members of a cluster are available permanently. The initial configuration is performed by the vCenter server. But once the cluster is in place, it continues to operate even if the vCenter crashes. Ditto for the VMs. Read vSphere availability Guide for more details.

  DRS is based on statistical calculations made by the vCenter to check the balance of clusters. In case the load is not evenly distributed on the servers, it will move VMs to balance the load.
