The way I understand it, is that you can control how these icons (for example, to view a list of new things, or do nothing), but you cannot remove them from the display on the lock screen. In the configuration you describe, all they do is you say there is something new in these applications... but with the locked screen, there is no way to see more details.

  I have an iPhone running iOS 10 6.  If the phone is unlocked I can slide down for Notifications and swipe left to direct access to Widgets.  It's all good.  However, since the lock screen I can swipe left for the camera, or the shot to the center of control, but striking to swipe to access Notifications and Widgets does nothing.

  Is there a setting somewhere that I can't find? Or is it simply not available on the iPhone 6?

  Windows 8 is a finished product, and Outlook 2013 was a finished product even before that. So I think it's a very safe assumption that it will not change in Windows 8 or office 2013.
