  If you get two new machines and the CS3 allows you to get the price reduced for a year then you should certainly pursue it.  However, I always recommend people to try before you buy.  When you get the new machines install the trial version and make sure that it works for you correctly.  Once you have confirmed it correct functions, then you can purchase the subscription.

  1. When you say "Microsoft got from my account", are you referring to the Microsoft Account, which you are connected?

  2 have you upgraded to Windows 8 or performed a new installation?

  3. What are the options that you selected when setting up PC?

  If you are referring to the Microsoft Account, you may need to create a new user account and try to set up the PC again without synchronizing the previous settings.

  First, disconnect all the external devices connected to the computer, and then try to start and check what is happening. If the same happens, then you can try to start in safe mode and check if you are able to boot to the desktop. Only basic files and drivers needed to run Windows are started. If a problem doesn't reappear when you start in safe mode, you can eliminate the default settings and basic as possible cause device drivers. To start in safe mode follow the link.
