  My guess is that it is somehow a permissions issue, you do not have permission to write to this folder (Yes, I know it sounds strange and I'm not entirely understand is 100%). The only other thought I have is that, somehow, the file is write protected and cannot be moved until you remove the write protection.

  • If you use the clean Chrome PDF Viewer, the results are unpredictable.
