Menu on master page covers upward with the content of the regular pages? How to keep on top?

I'm NOT a power user, please help.

I have a menu on a master page. I want to keep it at the top of every page that uses this basic form (to be persistent?), so that when you scroll, the menu stays up and is also the SUPERIOR LAYER.  I've pinned it above.  He remains at the top, but the content of the pages will on IT.  A slide show full-screen completely covers the menu and another text just above him. (The menu area there a Uni fill.)

How do the content of the page in the menu (which comes from the master page) when it scrolls?

I appreciate your help. It seems it should be fundamental - what am I doing wrong?  It definitely looks bad like this.

As well as to pin the menu in the page, you should also place in the top layer in Muse to make sure that every thing in Muse is below the navigation.

Please check the steps to do this.

1. open the master page in Design view

2 open the Panel layers and create a new layer by clicking on the new layer button.

            

3. by default, this new layer will become the top layer. (You can rename it)

4. once the layer is created, right click on the menu and click "Move to the layer" and select the top layer.

Now the preview site and everything scrolls under the menu.
