  • Manually start the Security Center Service

  Click Start, click Run, type "services.msc". Scroll down and double-click Security Center. Set starts off in automatic. Click on 'start. Restart your computer and check if it is running.

  • Manually launch the .exe

  Right click and "run as Administrator" on C:\Program Files\Windows Defender\MSASCui.exe

  • Registry

  Look for the value DisableAntiSpyware at:

  HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows Defender and delete who appreciate, but make a backup first.

  • Make sure you have a file named "wscui.cpl" in the Windows\system32 folder. If so, try to start, if not, you can copy it from another PC.

  I don't really think it will work, but I have a vague memory of something like this caused by different versions of a file in Bridge and Photoshop. If you want to try it go in the bridge folder and find a file named Amtlib.dll and rename the original Amtlib.dll. Now, go to your Photoshop folder and find the file with the same name and copy it in the folder of the bridge. Now, try to see if your image will now open in Raw. If this does not work, go to the folder of the bridge, remove the Amtlib.dll and restore the original to its former name.

  So I opened a file (like a fool) obvious malware and there is the Windows Security Center will be automatically disabled.   The fact that you can re-enable and restart the service and then see off again (if I understand correctly your information) is a strong indication that there is still an active infection on your computer (as opposed to the impossibility for the throw at all which is often the result of inflicted malware corrupted registry).

  Note: The following can be used for Windows Vista and Windows 7.

  Method 1: To resolve this problem, make sure that the Security Center Service and all its dependencies are configured to run under the Local Service account. Set the center of security and its dependencies services to run under the Local Service account.

  a. Click Start, type services.msc and press to enter.
