  In addition, if the file is actually missing, you can try to boot from a UNIX / Linux Live CD like Knoppix and add/replace the file manually with a file from another PC running THE SAME VERSION OF WINDOWS!

  If you are not good with computers, you should ignore this option because it could cause serious problems. If you still want to try, and there is a hal.dll file in \system32\ BACK IT UP. You have to put back in place.

  You will need a valid XP disc to run the repair.  It is possible that the PC manufacturer develop a recovery hard disk partition.  You should check with them to see if it's an option.  Also, some manufacturers will provide filtering alternative for a small fee.   Thanks for posting in the Microsoft answers Forum.  The first thing you need to check is that your PC is set to boot from the CD.  The boot order is set in the BIOS and check the PC manufacturer for instructions on how to change it.  Once you are ready to start from the CD drive first, and then boot from the XP CD in Recovery Console.  This link explains how to start the recovery console: http://support.microsoft.com/kb/307654#3

  Once you start the recovery console, I would say the following two commands (links after the controls give explanations\instruction thereon) running.

  Chkdsk /r http://support.microsoft.com/kb/315265 (the instructions explain running cmd on the start menu, you will not need to do this step)

  sfc/scannow http://support.microsoft.com/kb/310747
