  No, it's not a known issue with ios 10.  I have two e-mail accounts and no connection problem.

  EDIT: actually sync problems seems to occur exclusively on the side of the iOS. This also includes the iPad. Fortunately, I didn't have the great idea to disable the synchronization of Notes in iCloud on my iPad, as I did on the iPhone.
