Hi Patty, if Dell restored your computer to factory new condition and put Windows 8 on it, you will need to get the 8.1 update and the update August 2014 next year before these options appear back in the programs in full screen. The title bar buttons (min/max/close) have been added to the 'metro' environment in these two updates.
They have likely already downloading in the background, so you can just wait a few days, reboot when it asks, and subsequently you will be offered all the updates that it must be "current."
Or you can speed along if you wish. There is only a single update that you need as a precondition before the 8.1 update (learn more and get it here), and then you'll be most of the way up to the current level of update.

I had the same problem with my VM Windows 8.1. If you click on the location where the buttons should be, it always works as they are there. Someone else mentioned that it was a problem with the version of VMware Tools installed in the virtual machine. I opened the Device Manager on the computer virtual and then uninstalled the VMware display adapter, including the driver software. After that I scanned for hardware changes and he reinstalled the display adapter using a windows driver.
