Missing Conref when I save and reopen a file .xml in FM9

I am running on Windows 7 FM9. We use the model files and comes with FM9 rules and modify them to our needs. Currently, I have a problem and I don't quite know how to solve.

I have two pieces of DITA content, they are the two reference files created using the DITA menu and create a new < reference > file. I entered my content structured in two files and I want to include a document source B conref in my document A. I have insert the conref in a document using the FM DITA menu and save the two .xml files. The files record without any error. When I open the document to the conref text is missing and all that remains is a reference point blank (created by the insertion of the conref). If I open the source document, all is well. I also have an xref in the document and which seems to work very well. My colleague is having exactly the same problem. I'm making reference to a reference with an unordered list element.

Also, if I save A file as FM the conref remains which leads me to believe that this has something to do with how FrameMaker's reading of the .xml file.

Yes. By default, a conref is 'empty' (open the XML file in a text editor and take a look). Then ensure that the content of the conref should be included in the document, you must enable the option "auto-load". If xrefs are returned regardless of the setting, that looks like a bug to me.
