While randomly browsing settings for my PC, I stumbled upon the Windows mouse settings and it turns out that the time for clicks has been in the Middle, which explains the shift.   You will need to enable the touchpad on the laptop itself.

  Find the area of the touch pad, you will find a button to enable or disable the touchpad.

  If the step above doesn't, try this step.

  Go to control panel > mouse > device settings tab
  Click (or to disable)

  

  Notes:
  On some models, there is a keyboard shortcut to enable or disable the touchpad. For example, ACER, just do Fn + F7.
  You can click on Reset device if none of these solutions work.

  I have a Dell Inspiron E1705 and I had to have my replaced hard and now the touch pad mouse appears as an external mouse and I can't turn it off if when I use and external mouse, I keep bumping it.
