I have an Emachine, which is about three years old. We take good care of it, look at what we download and perform analyses of virus frequently a week. But for the last two or three weeks every time we start our computer, it takes a few times before he can actually get into Windows because it maintains power off.     The chassis must be on anytime on the PC is.  Then it turn on before the PC and turn it off after the PC.

    This is because the chassis is an extension of the PC's PCI bus, so he expects everything to be available all the time the PC is powered on, as would be a PCI expansion card.

    You're overthinking this problem.  Simply configure tasks planned to inform you of missed tasks .  If the date of scheduled backup has been a weekend or a holiday with the computer off, the next time you turn on the computer you will get a notification that "some tasks did not run."  At this time, manually start the backup job.

    The problem is, Wake On Lan doesn't work unless the computer has been asleep for a short period of time. If I try to activate the computer using WOL after about 10 minutes, he never wake.
