Follow these steps and check if the problem persists.
Method 1:
You probably have changed the theme Classic view that would make your operating system such as Windows XP. I suggest you to change thee and check if the problem persists.
Method 2:
Do System Restore to the point that your computer worked very well and install updates manually ensuring that do not install the problem causing the update unless it says 'important update '.

I upgraded from Capitan in Sierra and got the problem that after I pressed the power button, the screen is full white. This problem has occurred on the Sierra, never happened in Capitan.
I went to the Apple store today, they made a few diagnostic and found no problem. Everything is good. System is fine too. In the Apple store, they showed me to press SHIFT after I press the power button and it will start up the Mac in safe mode. They told me this can sometimes help fixing the boot issue. My Mac actually works very well in the Apple store. I tried the power and turned off twice in the store, and there is no problem. I am happy and come home.
After I go home, I turn on my Mac, it always has the same problem before you go to the Apple store, after I pressed the power button, the screen is completely blank. So I tried to boot mode safe by pressing Shift and taking until I saw the Apple logo on the screen.
After I log in, I checked my Mac mode, this is actually Normal mode!
If I intended to power to the top of my Mac in safe mode but it turns out to be normal.
If I do not press SHIFT and hold it pressed down after I turn on the power, I'll have just a white screen!
It works very well in Apple store, but not in my own House.
Anyone know what is happening?
What is different between your system and the store? Have you taken your own keyboard & they were they that? If you use a bluetooth keyboard try using a wired USB one instead. Is this an original Apple keyboard?
Do you have other devices connected? If you delete them.

There is no download online free and legal from vista
Contact the computer manufacturer and ask them to send vista recovery discs
they do it for a nominal cost of $
also ask them if you have a recovery partition on your hard drive to get back to the way you bought
you would normally press F10 or F11 or Alt + F10, 0 at startup to start the recovery process according to the manufacturer

I bought a "Windows Vista SP1 Upgrade disc" Wal-Mart and on the accident. I thought it was a full version, but turned out to be upgraded. How can I install this drive to upgrade on my computer if I do not already have an existing operating system?
You need a disk FULL/license to do a clean install, not an upgrade license.
Take it back to Wal-Mart and see if you can exchange it.

I thought that the monitor of my pc got broke out but when I tried to turn it on, it showed me the splash screen. I came to realize that the monitor was never dismantled. I didn't mean that you cannot run Windows 7. I have run on systems with 512 MB of ram. It will work, but will slip. It will be the same for Vista. I recommend that stick you with Xp until you are able to upgrade your ram.

If by "computer of new beginning" you mean that you have started your recovery or disk restore factory set and reinstalled Windows, then the ability to recover your files is practically zero. You can try a utility like Recuva (http://www.piriform.com/recuva) but since you have rewritten the entire hard drive, it is highly unlikely that anything will be recoverable.

The HP system you use include Intel Extreme Graphics Driver.
