My computer won't let me to download/install anything?

And I don't know how to solve this problem. I am administrator and nothing wrong with the firewall and I uninstalled it internet but still does and internet tools are all enabled. I have windows vista and I'm not changing, and I believe that I have windows 7 or 8 I don't remember if anyone can help me I am able to download/install things still. I used before, but then all of a sudden he stopped to let me. so I hope someone can help with my problem.
