Factors in your planning...
First elements 13/13.1 does not support Windows XP, Windows Vista or Mac OS 10.7.
First items 10, 11 or 12/12.1 on a Windows computer is 64-bit application when it is run on Windows 7, 8 or 8.1 64-bit computer. Otherwise, it's a 32-bit application. This has implications on important it resources, particularly for your biggest projects in Premiere Elements.
Video mobile phone registered with a variable rate is a consideration for any version of Premiere Elements. If your cell phone video shows with audio out of sync and you use the hand brake to correct this condition, you should get good quality of the handbrake H.264.mp4 (just make sure that the export rate is comparable to that of the original in addition to changing the frequency of images to a number (use same as source) and selecting constant for this frame rate).

Log in as an administrator to change the hosts file in Mac OS.
In a window of Finder, select go > go to folder.
Type/etc
Select the hosts file and open it with a text editor.
Save the hosts file: Choose file > save as, save the file as hosts.backup, and then click OK.
Look for the original hosts file for entries that reference activate.adobe.com (for example, 127.0.0.1 activate.adobe.com) and remove these entries.
Save and close to overwrite the file.

My dell PC crashed then I followed the news online & tried to reinstall windows XP from my original CD. However, the keyboard & mouse stop working when the installation gets to the 33 minute section which requires me to a box on the screen. I saw tips online who says lets you check the setupapi log & delete the file question (s) that prevents the installation but it required that use you SHIFT & F10 to enter the command prompt screen, but my keyboard is isolated at this time. So I went in the recovery console (I think it's the command prompt)? but I don't know which of the listed commands to use to perform the advice. I would be very grateful for help.

(1) the question of the off-by-one pixel is a bug. Pure and simple. It's already been fixed in the development versions, and it will find its way to you in a future update. It will not be a preference like us. In the meantime, if you use benchmarks commented, it will help your efforts to align the content on the edge of the artboard.
(2) [email protected]: when you say the dimensions in pixels, are you referring to the size of the artboard, such as reported by the properties panel when the artboard is selected, or the size of the canvas as reported by Image > canvas size...?
If the first case, that may be a bug, we have not seen. If the latter, which is then designed as: the canvas will be auto-élargi to provide a workspace suitable for news, you place in the document.

You need to download the latest version of the AIR SDK:
Extract the contents of the zip somewhere. After that, go to the Flash Help menu and use the option "Manage AIR SDK". Navigate to the location you have extracted AIR and choose this folder. Now, you will have a target of publication for which version download you.
You should constantly check the AIR SDK release notes to see when it was last updated. If you notice that a newer version is released, you must always update.

Note: each time you update your AIR you should pay attention to the version it is and update your XML applications to reflect the fact that. Right at the top, namespace in the XML file contains the version of the SDK used AIR. At the time of this post you should be establishing it to 15.0 what it is currently.
