My POP is still attached to the Charter and I have over their service

My POP is still attached to the Charter, and I have over their service. How can I change this so the Windows Live e-mail?

Thank you.  So given that you no longer use Charter for email on Windows Live, you can use Hotmail instead.  As you say, you have always used Hotmail, and now that you do not use Charter it will not be a problem to continue to use Hotmail.  There is no need to set up a new account, unless you want to.

In your Windows Live Mail, click accounts in the toolbar to add your Hotmail account. You'll just need your name and your password.  However, you may need to generate an app from the site Web Microsoft Account password if you currently use 2-factor login (where you need a number of code text message or app for you connect, in addition to your regular password).
