    Reference Dell Open Audio in the control panel. Go to advanced, energy management. Disable the option to disable audio devices.

    I do not have the Audio from Dell driver installed - and it seems that maybe the default setting is that the speakers put in 'sleep' in the context of a power saving mode.     Have you tried a forced reboot? Hold down the home and Sleep/Wake buttons simultaneously for about 15-20 seconds , until the Apple logo appears. You won't lose anything.  Then sign out of the iTunes Store and log in. (for applications not updated).

    Also try by going to settings > general > Restrictions > and make sure that iTunes Store, Apps install, delete the Apps and In - App purchases are all under the section allow. Try to install again.
